The Republic of the United Sovereign Nations Confederation is a confederated governmental body formed by sovereign Original Nations that have freely chosen to unite for agreed common purposes while retaining their own distinct national identity, laws, customs, traditions, governance structures, lands, waters and internal authority.
The use of the singular term "Republic" refers to the collective constitutional and governmental character of the Confederation and does not merge, extinguish or diminish the sovereignty or separate existence of any member Nation.
Each Nation remains responsible for its own internal governance and retains all powers not expressly conferred upon the Confederation under this Constitution. The Confederation may exercise only those collective powers and responsibilities that the member Nations have agreed to exercise together in accordance with this Constitution, their respective laws and the agreed principles governing the Confederation.
How we sit, how we speak, how we decide.
Connection to Country exists by origin and ancestry. It is not created by external recognition, and cannot be removed by it.
Every gathering begins with the seating of Elders. Youth speak. Knowledge holders confirm. Decisions follow connection.
Before agenda, before minute, before motion — the land is read and the waters are acknowledged.
The Confederation speaks together only where all participating Nations have spoken. Yes-said is not assumed; it is given.
We do not seek to conclude. We seek to continue. Protocols are living; agreements are kept in the walking of them.
Every decision measures its cost against the seventh generation forward — and the seventh generation back.
